Simplify check for PERL
Define substitution TARGET_PERL and preprocessor PERL_EXECUTABLE to a native Perl (not Cygwin) on Win32, since Cygwin perl will not run inside bbackupd for unit tests (e.g. SyncAllowScript). (refs #3)
