Use OpenSSL 1.1.0g for Windows superbuild. Workaround for incorrect library suffixes searched by FindOpenSSL <https://gitlab.kitware.com/cmake/cmake/issues/17604>. Link OpenSSL statically and fix missing dependency on crypt32.lib.
