Policy 9.2 implies that this directory should not exist in Debian
systems. This change also makes the code match d/changelog.

In order to prevent packages installed by root within emacs from
interfering with the installation process, set to package-user-dir to
a directory that does not exist. Place that within /usr/lib/dh-elpa to
minimize the chance that someone creates it.
