Files which are installed as-is (any .service and other unit files, .conf
files, .policy files, etc), are left as is. My assumption is that SPDX
identifiers are not yet that well known, so it's better to retain the
extended header to avoid any doubt.
I also kept any copyright lines. We can probably remove them, but it'd nice to
obtain explicit acks from all involved authors before doing that.

We should be careful with errno in cleanup functions, and not alter it
under any circumstances. In the safe_close cleanup handlers we are
already safe in that regard, but let's add similar protections on other
cleanup handlers that invoke system calls.
Why bother? Cleanup handlers insert code at function return in
non-obvious ways. Hence, code that sets errno and returns should not be
confused by us overrding the errno from a cleanup handler.
This is a paranoia fix only, I am not aware where this actually mattered
in real-life situations.

DEFINE_TRIVIAL_CLEANUP_FUNC() already does that check, no need to duplicate it.

rm_rf_physical_and_freep in tests (#3292)
Some distros don't mount /tmp as tmpfs.
For example:
https://lists.ubuntu.com/archives/ubuntu-cloud/2016-January/001009.html
Some tests:
* print 'Attempted to remove disk file system, and we can't allow that.'
* don't really cleanup /tmp

We don#t really support systems where XDG_RUNTIME_DIR is not supported for
elogind --user. Hence, let's always set our own XDG_RUNTIME_DIR for tests that
involve elogind --user, so that we know it is set, and that it doesn't polute
the user's actual runtime dir.

This should be handled fine now by .dir-locals.el, so need to carry that
stuff in every file.

The patching of elogind in several steps with only partly rebasing on
a common commit with upstream, left the tree in a state, that was
unmergeable with master. By rebasing on master and manually cleaning
up all commits, this merge is now possible.
However, this process left some orphans, that are cleanup now.

This commit replays the moving around of source files that have been
done between systemd-219 and systemd-221.
Further the Makefile.am is synchronized with the upstream version and
then "re-cleaned".
A lot of functions, that are not used anywhere in elogind have been
coated into #if 0/#endif directives to further shorten the list of
dependencies.
All unneeded files have been removed.
