latex template: fix for obscure hyperref/xelatex issue.

Here's a minimal case:

    \documentclass[]{article}
    \usepackage{hyperref}
    \begin{document}
    \section{\%á}
    \end{document}

Without this change, this fails on the second invocation of xelatex.
