Custom attributes should automatically have data- added
in HTML5:
```
% pandoc -t html5
[hello]{foo="bar"}
^D
<span data-foo="bar">hello</span>
```

but not in HTML4:
```
% pandoc -t html4
[hello]{foo="bar"}
^D
<span foo="bar">hello</span>
```
