Disable SNMP supply levels when the community name is cleared (Issue #5354)
backend/snmp-supplies.c:
- Look for empty community name.
cups/snmp.c:
- Allow empty community name.
man/cups-snmp.conf.man:
- Document behavior of empty community name.
