Use TESTS_ENVIRONMENT to support the automake on endless
AM_TESTS_ENVIRONMENT only began with automake-1.12, and we have 1.11.6
on endless. This meant that the DOC_MODULE wasn't actually being passed
to the test. Just use the older TESTS_ENVIRONMENT.
