Update to Gnulib 20220301

In line with Gnulib, we now require Automake 1.14.

* bootstrap.conf (GNULIB_REVISION): Set to
8c4f4d7a3c28f88b64fce2fb1d0dc0e570d1a482.
(buildreq): Bump required automake version to 1.14.
* configure.ac (AM_INIT_AUTOMAKE): Bump minimum version to 1.14.
* NEWS.md: Document this.
